Leigh J. Halliwell, FCAS, MAAA


Leigh J. Halliwell graduated magna cum laude with a Bachelor of Science degree from Marietta College, Marietta, OH, with a double major in Mathematics and Physics.  He is a Fellow of the Casualty Actuarial Society (CAS) and a member of the American Academy of Actuaries.


After beginning his actuarial career in 1988 at the National Council on Compensation Insurance, Mr. Halliwell became the Chief Actuary of the Louisiana Workers' Compensation Corporation.  Since then he has worked for global insurance and reinsurance companies, and for two consulting firms.  As the Regional Actuary of Latin America for the Zurich Insurance Group and as a Vice President with the Munich-American Reinsurance Group in Germany, he has five years of overseas actuarial experience.  Prior to forming his own company, he worked for EPIC Consulting, LLC.


An expert in financial reinsurance, Wiley Publishers selected him to cover that topic in its Encyclopedia of Actuarial Science.  As a volunteer in the CAS, Mr. Halliwell currently belongs to the Committee on Reinsurance Research, and has served on the Committee for the Loss Reserve Seminar, the Committee on the Theory of Risk, and on an examination committee.  While in Europe he provided actuarial input into a draft of principles for reinsurance supervision that was being developed by the International Association of Insurance Supervisors.  He frequently speaks at continuing-education seminars, has contributed to various actuarial journals, and has published more than twenty papers, two of which have won awards.  (For a list of his publications see the LJH_CV.pdf

.)  Unabashedly technical yet lucid, he maintains that good theory leads to good business practice, especially in finance and insurance.  The desire to develop his published ideas on the self-insurance of such long-tailed exposures as workers' compensation and medical malpractice largely motivated him to create his own company.  Equally important, he invites those dismayed with ROE and capital allocation to investigate his ideas on utility theory as the basis for financial decisions.


Directly after college, Mr. Halliwell proceeded to earn M.A. and M.Div. degrees from Westminster Theological Seminary, and an M.A. in Religion from Claremont Graduate University.  Afterward he served as a minister for several years.
